Invite to bid

Invite to bid software with a real plan room and bid levelling

Send ITBs, hold a proper plan room, keep bids sealed until the due date, and level every submission side by side, with the scope gaps shown above the prices.

The cheapest bid is not the one with the gap in it

Levelling on a spreadsheet compares numbers. It does not compare scope, which is where the money actually is: a required line that appears in nobody's bid is a cost you are about to eat, and it is invisible in a column of totals.

The other half is the receiving end. If you are a sub, the invitations you get arrive as email attachments with no tracking, and the platform the GC used charges you to answer.

What you get

What it does

  • Sealed until you unseal it

Before the due date a submission does not exist for your side: not hidden in the interface, absent from the database read. That promise binds us too: there is no staff override on the seal.

  • A plan room that scales

Upload a whole sheet set at once, auto-categorised by discipline from the sheet number, sorted in printed-index order. Addenda carry the sheets that changed.

  • Levelling that shows its work

Every normalisation is labelled and signed, so base plus adjustments equals the levelled number and you can reproduce it by hand. Statistics stay silent below three bids rather than reporting the mean of two.

  • Scope gaps come first

A required line missing from every bid is shown above the prices, because it is the finding that costs real money at buyout.

  • Prequalification with dates that win

An "approved" bidder whose insurance certificate expired is expired. Certification categories are tracked separately for participation reporting and never block an invitation.

  • Download receipts per bidder

Who downloaded which document, at which version. "We never got the revised sheet" is the dispute an ITB system has to be able to answer.

How it works

Start to finish

  1. 1

Set up the project and packages

A package is one scope out to bid. Trades here are free text, because a GC bids out roofing and steel.

  2. 2

    Load the plan room

Drop the set in. Categories are guessed from the sheet number and every one is visible and correctable.

  3. 3

    Invite bidders

From your directory or the network. Each gets a link to a portal with no login.

  4. 4

    Level and award

Side by side, with adjustments labelled and gaps first. Awarding records the decision and creates nothing: no job, no purchase order, no commitment, until a person presses that button.

Both sides of the table

Most people who open this module will use the half that receives invitations rather than the half that sends them, and that is deliberate: a bid board for the ITBs you are sent is something the large platforms charge subcontractors for.

An invited subcontractor who runs Opulence can answer with a measured takeoff or an existing bid, carried as both a pointer and a snapshot so the original is never mutated, and the levelling board tags that submission as measured.

A submitted bid is evidence. Money, scope, who and when are frozen; a correction is a new version that supersedes, never an edit. Two of the larger platforms allow bids to be modified during levelling, and that is a defensible-record problem waiting to happen.

Common questions

No, and neither can you before the package is unsealed, opened or past due. That is enforced in the database rather than in the interface.
